FACTORY 15 / 17

Risk and Independent Critical Review Factory

Looks for the reasons a good idea could fail, cause harm or lose trust — before the mistake becomes expensive.

Short version. The full edition of this factory (14 September 2026), with history, geography, practical examples and annotated sources, is available in Russian. Full edition (Russian)

In simple terms

An independent team gets the right to ask uncomfortable questions, check evidence and stop a decision under serious uncertainty. Its conclusion is one of four: acceptable, acceptable with conditions, rework required, or stop required. Criteria and powers are agreed in advance.

Who it helps

Leaders of territories and organisations, investors, project offices, engineers, lawyers, security teams, community representatives and data owners.

What you receive

How quality is checked

The reviewer is separated from the author as far as the risk requires; every remark is tied to evidence and a closing criterion; residual risk is named plainly. AI never alone makes a decision with legal or physical consequences.

Three example requests

Village

“Check the well project: water quality, backup source, maintenance and pump failure.”

City

“Review the city traffic-control system before it is connected to infrastructure.”

Region or country

“Review a large energy programme: suppliers, cyber risks, environment, budget and shutdown plan.”

Status: an approved direction of development. These pages describe capabilities; they do not state that a permanent service is already operating or promise funding, partnerships or results.

Describe your challenge

Describe the task, the territory and what you already know. A factory is engaged only by your choice, and an automatic receipt never replaces a considered answer.
